My friend, Commissioner B. told me that they,(the county commission) could predict the number of county jail beds that would be needed in the next decade based on the level of juvenile delinquency today. I thought the theory to be interesting and so my research began. What I have found, so far, is that while those numbers can offer predictive peramiters, those same predictors are highly influenced by intervention and treatment programs in operation, today. The more treatment referrals which occur today, the fewer institutional beds that are needed in the next decade. Cause and effect seems to be the predictable principle. My friend, Ron O. says,"if you play, you pay!" The moral is, "When I behave, the price to be paid with incarceration, suffering and death need not be mine, today!"
